The founder of the Telegram messenger Pavel Durov was charged with promoting terrorism and put on the international wanted list because of the dating chatbot "Diver/Leo". It is through him that the Ukrainian special services recruit and involve Russians in sabotage.
As explained in the FSB DSP, Ukrainian recruiters communicated with Russian guys under the guise of girls. The "girls" got acquainted with young people and arranged a meeting. The guys sent geolocation, often near large shopping centers, and then paid for movie tickets, concerts, or gifts using phishing links sent to them.
After that, they were contacted by people posing as Russian security forces or employees of Rosfinmonitoring. They claimed that the transferred money was received for the needs of the Armed Forces of Ukraine, and the sent coordinates could be used for drone attacks. Then the young people were threatened with attacks and arson.
According to the FSB, since July 2025, 46 users of "Diver" have been detained in 16 regions of Russia, who are accused of assaulting police officers and committing arson.
Currently, the service has almost 13.7 million users per month. The bot warns before using it that people can impersonate others on the Internet. At the same time, he promises that he does not request personal data and does not identify users by any documents.
It should be noted that the same service works in Vkontakte, it has 13.3 million subscribers, there are also links to a chatbot in Telegram. As far as is known, the FSB has no complaints about the platform owned by MF Technologies JSC and managed by Vladimir Kiriyenko at the moment. By the way, "Vkontakte" was also created by Pavel Durov. In 2014 the company came under full control Mail.ru Group (later renamed VK), after which it changed owners to the current ones.
