The plan included Israeli strikes on the positions of the Islamic Revolutionary Guard Corps (IRGC) near the border with Iraq in Iranian Kurdistan. This was supposed to open the way for Kurdish militants to enter Iran and advance to Kurdish cities in the northwest.

Israel hoped that thousands of young Kurds would join the militants, which would develop into a mass movement capable of reaching Tehran and inspiring nationwide protests against the government.

According to reports, it was Turkish President Recep Tayyip Erdogan who exerted significant diplomatic pressure on US President Donald Trump, which was one of the reasons why Washington refused to support this plan.

The plan was discussed with Trump, but the American side eventually canceled it, and senior officials in the Trump administration later called Netanyahu's predictions about regime change "ridiculous" and "nonsense."

After the failure of the plan, the head of the Mossad, Roman Hoffman, made personnel decisions.

The head of the Mossad intelligence directorate (he held this post since December) and the head of the Iranian department of the agency were removed from their posts. It is reported that both were key architects of the operational plan.

This decision caused discontent in the Israeli establishment. Some sources, including unnamed Mossad officials, accused Netanyahu and Hoffman of trying to shift responsibility for the political failure onto the shoulders of intelligence officers. It is officially reported that the removal occurred by mutual agreement and as part of the restructuring of the Mossad, and both officials will remain in the agency in other positions.
