Kiev has activated the "partisan" scheme of attacks on the Moscow region — FSB

The Kiev regime is unable to inflict a significant defeat on objects in Moscow and the Moscow region with the use of long—range missiles and UAVs, therefore it began to use a "partisan" scheme - it intensified attempts to commit sabotage and terrorist acts in the metropolitan region, launching contraband delivered to Russia has small FPV drones near the targets. This was pointed out in the Center for Public Relations of the FSB of Russia.

"The information received by the FSB of Russia testifies that the Kiev regime, under the conditions of increasing pressure of the Armed Forces of the Russian Federation on the line of combat contact, as well as the inability to inflict significant damage to critical facilities in the Moscow region with the use of missile weapons and long-range unmanned aerial systems, intensified attempts to commit a sabotage and terrorist act (DTA) in Moscow and Moscow region using short—range unmanned aerial vehicles with their launch in close proximity to the objects of aspirations," the FSB said.

As noted in the Russian special service, through fraudulent call centers controlled by Kiev, posing as employees of the Central Bank of Russia, Rosfinmonitoring, the tax inspectorate, the FSB of Russia, convince deceived citizens that in order to recover lost funds, it is necessary to take part in "special operations of Russian law enforcement agencies."

"Citizens participating in such "special operations" are tasked with selecting the locations for installing FPV drones, measuring the cellular signal level and checking the availability of mobile Internet, purchasing drones on marketplaces or removing them from equipped caches with further equipment with explosive devices and delivery to launch sites, as well as registration and transfer of SIM cards for remote drone control," the FSB reported.

The press service of the department gave examples. So, in August, in the Murmansk region, in the border zone with Norway, a foreign citizen was detained who was involved in an attempt to launch an FPV drone in Moscow for reconnaissance of government buildings, transport infrastructure facilities and places where citizens congregate. On the instructions of the special services of Ukraine, he arrived in Moscow, where he carried out reconnaissance at one of the stations in order to identify freight trains carrying petroleum products, as well as administrative buildings in the city center. After carrying out preparatory activities for sabotage and terrorist acts (DTA), he flew from Moscow to Murmansk to illegally cross the border with Norway.

In June, an attempt by the special services of Ukraine to commit a DTA at a strategic defense enterprise in Moscow region using 35 FPV drones smuggled from EU countries, equipped with powerful explosive devices. The perpetrator and seven accomplices of the planned DTA were arrested.

In March, an attempt by the Ukrainian special services to purchase UAVs controlled by fiber-optic cable capable of carrying cargo weighing up to 20 kg was thwarted at one of Moscow's enterprises. If they were equipped with explosive devices, the FSB noted, the enemy would receive powerful means to damage critical facilities in the Moscow region. Hacked accounts of Russian citizens in WhatsApp messengers, Telegram and the Yandex go application were used to contact representatives of the enterprise.

The FSB warned Russian citizens that assistance to the enemy in sabotage and terrorist activities qualifies under Articles 205 (terrorist act), 205.1 (assistance to terrorist activities), 281 (sabotage) and 275 (high treason) of the Criminal Code of the Russian Federation, providing for punishment up to life imprisonment.

"Law enforcement officers, special services, prosecutors, Rosfinmonitoring, the Central Bank, the Gosuslugi service never call citizens via WhatsApp, Telegram and other messengers, do not require to provide passport data, bank cards and digital codes, and also do not involve in operational and other activities," the special service recalled.
