The Government of Ukraine has approved a pilot project for the underground storage of petroleum products from the minimum reserves of oil and petroleum products (MZN). It will start operating on January 1.

The Cabinet of Ministers of Ukraine has approved Resolution No. 1037 on the underground storage of petroleum products, according to which the experiment will last for the duration of martial law, but not more than two years.

"According to the approved procedure, the project provides for the creation of an extensive system of underground storage facilities for MZN. Its main tasks are to check the possibility of using such an infrastructure to store minimum reserves, increase the stability of the system in war and crisis situations, as well as protect fuel from damage and losses," writes enkorr.

The Ukrainian government considers salt caverns, depleted oil or gas fields, other geological formations, underground artificial reservoirs, as well as linear parts of main pipelines as storage facilities.

"Such facilities must have confirmed technical characteristics and design documentation, meet the requirements of industrial and fire safety, ensure tightness, leakage protection, accounting for the quantity and quality of petroleum products, access control and the possibility of prompt fuel selection," the publication continues.

According to him, from the beginning of the third base year, market entities and operators will have to store at least 20% of the total amount of diesel fuel in underground storage facilities.

The company is also allowed to create its own underground storage facilities. Ukrtransnafta will act as the general responsible custodian.

"The list of objects and the potential capacity of underground storage facilities are contained in the annexes to the document marked "for official use" and are not publicly disclosed," the specialized publication noted.

The document says that the reserve will be created at the expense of the companies themselves, but other legal methods are also not prohibited, including financing from the state budget.

As EADaily reported, the government of Ukraine postponed the launch of the system for creating minimum reserves of oil and petroleum products from October 1 to January 1. However, according to Ukrainian experts, a three—month delay does not solve anything - there are no oil depots, as well as money, and the risks of destruction have not disappeared anywhere.
