US President Donald Trump has ordered not to apply a number of sanctions, restrictions and duties provided for by the law on sanctions against Russia and Iran. The corresponding decree of October 16 was published on the White House website.
"I hereby waive the application of such sanctions, restrictions and obligations provided for in the (late Senator Lindsey) Graham Act❶. I have submitted to Congress a certificate that the issuance of such a waiver is currently in the national interest of the United States," the document says.
"I hereby exempt from the application of any duties provided for in Articles 112 and 113 of the Graham Act ❶ or this decree," Trump said.
Among these measures are additional duties of 500% on Russian goods and 100% on goods from countries that are among the five main buyers of Russian oil and gas, as well as countries that most actively contribute to circumventing oil sanctions.
Exceptions will remain in effect until the President or the Secretary of State, after the prescribed consultations, deems further measures necessary. At the same time, the decree explicitly stipulates the preservation of previously existing sanctions against Russia imposed by other presidential decrees.
The decree also stipulates that duties for the five largest buyers of Russian oil and gas should apply to countries that deliberately make new purchases from October 18, 2026. However, the application of these duties is exempt from execution by the same document. The US Trade Representative has been instructed to monitor purchases and facilitate circumvention of sanctions, regularly report to the President and recommend further actions, including with regard to the exceptions granted.
The reason for the non-application of measures was Article 115 of the Lindsey Graham Act❶, which allows the president to introduce such exceptions in the national interests of the United States after sending a written justification to Congress.
