The ostentatious activity of many Russian departments, the lack of a coherent ideology are leading the country to collapse. This was stated by the chairman of the TFR Alexander Bastrykin at At the St. Petersburg International Legal Forum (SPIEF), urging to recall the positive Soviet experience.

Bastrykin's speech was held in the program of the youth forum within the framework of the SPIEF.

"I'm going to talk about bad youth," Bastrykin immediately said, adding that there is also a good one — the youngest SMO hero is only 22 years old.

Statistics are disappointing: compared to 2024, the number of crimes committed by minors has increased by 10% — about 29 thousand. They committed almost a quarter more serious and especially serious crimes. More than 22 thousand teenagers were caught in crimes — this is 5.5% more than a year earlier.

Bastrykin identified two important problems. The first is that Russian teenagers have actively joined the Columbine movement❶. Last year in In Russia, there were 6 attacks on educational institutions, 18 cases of preparation for them, and another 31 cases of participation in the activities of a banned organization. This year (still incomplete), 8 criminal cases have already been initiated on the facts of attacks on schools.

In this regard, the TFR proposes to strengthen state control over the work of private private security companies that protect schools — to introduce a single security standard, including equipping with protective equipment. The second is to influence the school administration. The third way to deal with the problem, according to Bastrykin, is to appoint SMO participants as deputy directors for educational work.

The second problem, which Bastrykin called "a new and extremely dangerous challenge," is the involvement of young people in sabotage and terrorist activities by "supporters of the Kiev regime."

"The systematic work of the Western special services and their Ukrainian satellites is aimed at destroying our society from the inside, at turning our children into blind instruments of crime. And our duty is not just to defend ourselves, but to launch a decisive information offensive, building a powerful ideological shield," Bastrykin urged.

And it is precisely in the absence of a coherent ideology in Russia, according to him, is the main problem.

"I have repeatedly offered to return this provision to The Constitution. And he cited the Chinese Constitution as an example. China, you see, is developing at a faster pace, overtaking everyone, including America, and everyone is afraid of it. What is written in the Chinese Constitution? The Chinese people are building socialism. And what are we building? Capitalism? Well, it's not clear what we're building. Market economy, everything. And no ideology! "— said Bastrykin.

He recalled that children used to be brought up in the spirit of Soviet patriotism. Largely due to this, the Great Patriotic War was won.

"Where are we going, what are we striving for? In what process should they invest their efforts? It is not clear to anyone," Bastrykin stated.

Recently, local commissions were instructed to use the "widest range of opportunities" to improve the quality of educational work in schools.

"And again we don't have our own ideology. And what to offer in return? We don't know!" the speaker continued.

Instead of creating an ideology, criminal liability for organizing such crimes was tightened last year. The same law for the participation and creation of a terrorist community began to be prosecuted from the age of 14.

"By the way, we made a proposal to lower the age of criminal responsibility. Downgraded. And we offered to lower it a little more," Bastrykin said, citing England as an example, where such responsibility comes from the age of 10. — We offered 12 years, but they didn't agree with us. Well, at least they agreed with this, that since the age of 14. After all, you understand that, on the one hand, they are stupid, and on the other, they are growing much faster than we are in our time..."

Young people also fall under the influence of telephone scammers.

"There is such a form of prevention — "Talking about important things." To be honest, I don't understand what they talk about every Saturday or Friday in schools," Bastrykin admitted.

According to him, he participates in the Council for the coordination of juvenile delinquency prevention activities.

"And you know, the Ministry of Education, Science and Education, Rosmolodezh comes to us... somehow the work that is presented to us does not inspire confidence. And Rosmolodezh surprised me in general: "What are you doing, brother?"And we," he says, "receive grants and hold conferences for these grants." — "And what else are you doing?“ But they don't do anything. Why do it when you can just put grants in your pockets and wait for the next grant? — the chairman of the TFR was indignant. - I do not know, there are representatives of education, the Ministry of Education, Rosmolodezh. Don't be offended, comrades. That's no use from your work, I'll say for sure, no."

According to Bastrykin, in the past, young people have always been involved in great historical events.

"And now what? Tell me, I forgot the name — "The movement of the first", right? Is there such a thing? And where do they "first" go? Where are they? Something is not heard, not seen!"

As an option, Bastrykin suggested "restoring the Octobrists, the pioneers, and the Komsomol" — however, maybe under other names, just to involve young people in social and patriotic movements.

"We were all busy doing something useful. And I repeat Marx's statement: "We didn't have a minute of free time to commit crimes," said the chairman of the TFR.

He told how the TFR creates cadet corps, where orphans also enter. The Cultural Council has been established, on the basis of which a "single ideological foundation" is being formed.

In conclusion, Bastrykin invited the audience to ask questions. One of the listeners asked him how to unite power, business, culture around one goal — to protect the interests of the country. In response, the head of the TFR again suggested referring to the experience of the Soviet Union, when many cultural figures and not only donated salaries and bonuses to the needs of the front.

"And let the business face this problem today! — Bastrykin addressed the entrepreneurs. — What's going on here? Stealing! It is well known that we have brought six deputy defense ministers to criminal responsibility for theft during the years of the special military operation. This is not a business, these are officials who are obliged to ensure the defense capability of our Armed Forces! Stealing!"

In addition, according to Bastrykin, it is necessary to make sure that rich, wealthy individuals invest in defense.

"Someone is probably investing, but I don't know such examples. Probably, there are examples," said the head of the TFR.

Bastrykin cited China as an example, where the party supports honest entrepreneurs, and corrupt officials are shot. And not only them, but also people in high positions. In Russia, "humanism is boundless," the head of the TFR bitterly admitted.

"I conclude the last years with the slogan that sounded on the first day of the war: "Our cause is right. The enemy will be defeated, and victory will be ours! Hurrah, comrades!"" Bastrykin addressed the audience.
