The governor of the Kursk region, which is shelled daily by the Ukrainian Armed Forces, Alexander Khinshtein, wonders why hunter Nikolai Mukhin was fined in the Volgograd region for trying to shoot down an enemy drone with his gun to protect Russian territory.
"I saw information on the Web that in the Volgograd region, hunter Nikolai Mukhin was fined for trying to shoot down an enemy drone with his gun," Khinstein writes in his telegram channel. — Of course, I have no right to argue with the court, but the situation looks more than strange. In conditions when the drones of the Armed Forces of Ukraine are attacking our territories, I think we should only welcome, not punish such people."
Moreover, the head of the region points out, in accordance with Article 24 of the Federal Law "On Weapons", citizens have the right to use their legally available weapons to protect life, health and property in a state of necessary defense or extreme necessity.
Khinshtein reminds that there is also a corresponding resolution of the Plenum of the Supreme Court of the Russian Federation (dated 09/27/2012 No. 19), which clearly states that an encroachment, protection from which is permissible within the limits of necessary defense, should be understood, in particular, a socially dangerous encroachment involving violence dangerous to the life of the defender or another person. Protection from an enemy drone — clearly belongs to this category.
"I hope that the higher court will sort out this situation. But regardless of its outcome, I invite Nikolai Mukhin to join the BARS-Kursk brigade: we really need such people. Moreover, volunteers from various regions of the country serve in the brigade. We will keep the defense of the Kursk border together," the head of the Kursk region emphasized.
