The Perm Region was raided by Ukrainian drones this morning, August 21. The governor of the region Dmitry Makhonin reported "damage at one industrial facility." The enemy distributed footage of a fire at the Lukoil-Permnefteorgsintez oil refinery in Perm, located at a distance of 1,500 km from the border with Ukraine.

The Ministry of Territorial Security of the region introduced the "unmanned danger" mode, which operated for more than two hours. Rosaviatsia has restricted the reception and release of aircraft at Bolshoe Savino Airport.

Residents of Perm reported several explosions and a rising column of smoke over the city.

The governor of the Perm Region Dmitry Makhonin said in his telegram channel that today the air defense forces and mobile fire groups repelled the attack of enemy drones.

"In total, 16 UAVs were shot down in the sky over the Perm Region. A man received a shrapnel wound, he is receiving all the necessary medical care, he is in a satisfactory condition," said Makhonin.

According to him, "damage was recorded at one industrial facility, there were no casualties at the facility."

As the authors of the telegram channel "Two Majors" note, the enemy is distributing footage of a fire at the Lukoil-Permnefteorgsintez oil refinery, which is located 1,500 km from the border.

The company is one of the top 10 largest Russian refineries and is the second largest in Lukoil after Nizhny Novgorod. In 2024, the plant processed 12.6 million tons of oil, including 2 million tons of gasoline and 5.3 million tons of diesel.

Earlier, APU drones attacked this refinery on July 29. Then a fire also broke out at the enterprise. Presumably, the AVT-5 oil refining unit was damaged. The plant also became the target of drones on May 7 and April 30 and suspended fuel production several times.
