Politician Oleg Tsarev assessed as segregation the proposal of the head of VimpelCom, Sergei Anokhin, to introduce "white lists" of the Internet, which will operate for "dubious" people.
As Tsarev notes, Anokhin did not explain who exactly would fall under the category of "doubtful" and how they would be separated from the doubtful ones, who could be allowed on the Internet.
"Anokhin either made a slip of the tongue, or deliberately discredited the very concept of "white lists". Let me remind you that for all questions about why they are, speakers from the Kremlin to The State Duma answered one thing — this is a temporary measure to protect citizens and infrastructure from drone attacks. They say that the Internet needs to be turned off so that drones go astray. But so that during the outage period people would not be left without access to everything at all, they came up with "white lists". That is, despite the danger, part of the network worked: public services, individual banks, taxis and delivery, marketplaces, major media, websites of government agencies, Max. And Anokhin's idea is fundamentally different: to segregate those who deserve to have access to the world Wide web and those who, for some reason still unclear, are considered unworthy of it. That is, the "white list" — according to Anokhin — is a punishment for "questionable" behavior," Tsarev said in the telegram channel.
He cited articles from The Constitution of the Russian Federation on Equality and freedom of the Media.
"You can't divide people. It turns out that we have a division into "orcs" and "elves" into "eloi" and "Morlocks". For some reason, it seems to me that most of the population will fall under the definition of "orcs" and "morlocks" with appropriate restrictions," said Tsarev.
"White lists" can be entered only for those subscribers who are in doubt, and the rest leave the regular Internet. This proposal was made by VimpelCom CEO Sergey Anokhin at the Telecom 2026 conference.
"We have good statistics, information where we are absolutely sure that this is a person who uses the phone. You can still run additional identification to still guarantee. Accordingly, in order for these devices to leave a person with a full connection. And where there are doubts, there are risks — to introduce "white lists"," Anokhin explained.
According to him, this may be the next step that "will return people to the comfort of life without creating a security threat."
