After a wave of bans related to Telegram and the Internet, a new trigger was identified in Russia — a reduction in the non-fined speeding threshold for motorists from 20 to 2-3 km/ h in order to raise fees to the budget. The chairman of the State Duma Vyacheslav Volodin called on "one of the ministries" of the Cabinet of Ministers to stop "putting tension in society," saying: "We do not have such a topic!".
"Before voicing such a thing and introducing tension into society, it is necessary to THINK 10 TIMES: IS IT NECESSARY? WE DON'T HAVE SUCH A TOPIC," Volodin wrote in his telegram channel.
In this regard, he drew attention to the fact that the issue of reducing the non-fined threshold for speeding by motorists had been discussed earlier.
"For their part, they expressed the position that IT WOULD BE WRONG TO MAKE SUCH A DECISION.The government of the Russian Federation, one of whose ministries initiated this proposal, agreed with this," the chairman of the State Duma added.
On behalf of the deputies, he expressed the opinion that "it is UNACCEPTABLE to introduce a topic into the agenda that is UNAMBIGUOUS WILL NOT BE SUPPORTED." According to him, the overwhelming majority of deputies, regardless of faction affiliation, oppose this proposal.
"As for technical capabilities, they will increase. But the question arises: is it worth going this way? We think IT IS NOT NECESSARY. Currently, the non—fined threshold is 20 km/ h. LET'S BE GUIDED by THIS," the parliamentarian said.
Earlier today, in an interview with RBC Radio, the head of the Traffic Management Center (DPC), Mikhail Kizlyk, said that photo-video cameras can reduce the non-fined speeding threshold from 20 to 2-3 km/h. He also supported lowering the threshold.
According to Kizlyk, the cancellation or a sharp decrease in the speed threshold can lead to a reduction in deaths in road accidents in Moscow. He placed the responsibility for making the decision on the Russian government and the Ministry of Internal Affairs.
The plan to collect fines, in particular for traffic violations, is growing by about 1.4 billion rubles a year, for example, from 46 billion in 2025 to 47.38 billion in 2026.
