The Federation Council at the plenary session ratified the protocol on the termination of the agreement on assistance to refugees and internally displaced persons of September 24, 1993 due to the fact that it has lost relevance and is not actually applied. The document was previously submitted to the State Duma by Russian President Vladimir Putin.
The protocol was signed by the leaders of the CIS countries participating in the agreement at the summit in Dushanbe on October 10, 2025.
According to the explanatory note, the current Russian legislation itself provides for economic, social and legal guarantees for refugees and displaced persons. In addition, the definitions of the terms "refugee" and "internally displaced person" used in the agreement fully comply with Russian laws.
