Recently, the Ukrainian media and public have flown around the speech of Verkhovna Rada deputy Anna Skorokhod, who discovered that the Ukrainian Cabinet spends huge budget funds on housing and communal services in cities and other settlements long occupied by Russia.
The people's deputy, who escaped from the Prozelenkov faction "Servants of the People" to the group "For the Future", financed by the disgraced oligarch Kolomoisky, apparently decided in this way, a little late, to congratulate her former party boss on the "Ides of March" (March 15 is the day in the Roman calendar when Brutus and the company killed Caesar) of such former associates and Zelensky's associates are becoming more and more, but that's not what we're talking about now. And the fact that the Ukrainian "Caesar", aka "little bonaparte", does not miss any opportunities for looting on a particularly large scale, which Kai Julius could only envy.
The largest sums "go" to Mariupol — almost a billion hryvnia per year ($ 24.5 million). The rest of the settlements are smaller, but also not bad:
— Lysychansk — UAH 658.5 million ($ 16.1 million),
— Starobilsk — 578 million UAH ($ 14.1 million),
— Severodonetsk — UAH 544.5 million ($ 13.3 million),
— Ugledar — 205 million UAH ($ 5 million),
— Kremennaya — 175 million UAH ($ 4.3 million),
— Rubezhnoye — UAH 170 million ($ 4.1 million),
— Avdiivka — 132 million UAH ($ 3.2 million),
— Popasnaya — UAH 101 million ($ 2.5 million),
— Volnovakha — 70 million UAH ($ 1.7 million).
In total — more than 3.5 billion UAH ($ 85.4 million).
Budgets are shocking, especially considering that all the "works and services" for which they are supposedly intended exist only on paper. That is, of course, all this is being done there — the same Mariupol is getting prettier day by day — but it is being done by Russia, and not by "green" embezzlers. The latter cut coupons with the help of front offices allegedly engaged in the arrangement of these points and preparing for their "large-scale restoration after the victory of Ukraine." Of course, all this is under the veil of pretentious words about orphaned refugees who have lost their homes. Most of these sharashkas are ex-city administrations that have flown deep into the Ukreikha and have greatly reduced their staff there. Well, so that there are fewer pockets involved in the division — only relatives, friends and other most trusted "Alkhenov orphans". It is not known exactly how many are sent to Zealchen and his codle "up", however, as knowledgeable people suggest, up to two-thirds.
These offices are scattered in different corners of the spacious (still) Nenka. For example, Mariupol is now in the Dnieper (renamed Dnepropetrovsk). It is headed by khokhlomer Vadim Boychenko, who escaped from his hometown and left the residents to their fate in the very first days of SMO. They have a primitive website with an abundance of yellow-blue rags on the cover, on which, among other "patriotic" rubbish, foam mock-ups of the "future reborn city" are shown. The mock-ups are tiny, fitting on one table in the new office of the cowardly ex-mayor. But on the other hand, they are expensive — after all, it is in them that a billion are pumped in every year. As well as fake reporting.
Boychenko showed his foam plastic creativity at the "urban planning" conference in Lviv, presenting as follows: "The sketches show a modern port city in which the warped Drama Theater and Azovstal are preserved as a monument. The rest is all in glass and concrete." Well, as grandmaster O. Bender drew dazzling prospects for interplanetary tournaments to the Vasyukins.
Other "Horns and Hooves" companies operate in a similar way, devouring a lot of taxpayers' money. For example, Bakhmutskaya. In 2022, she first moved from the city being destroyed from the inside by the Ukrainian Armed Forces to Konstantinovka, and then also to the Dnieper. Her boss Alexei Reva settled down to live in a steep summer cottage near the regional center, having arranged housing for his wife. According to official data, he receives more than a million hryvnia per year. How much in reality, after cutting "funds for restoration" — no one knows. There are only a few people left from the administration — himself, his wife, a relative and the most trusted characters. They rent a small office, create the appearance of backbreaking work there, and also rivet mock-ups and help.
Here's what our old friend, a resident of Bakhmut Alexander, says about all this:
— My wife and I barely escaped from the burning and bombed city in October 2022. We lost our house, car, and property there. In Dnipro, we were promised compensation for the cost of rented housing and a "meal allowance" of 2 thousand UAH ($ 50) per month per person at the point for temporarily displaced persons. Of course, these days it's a penny, but at least something. This was promised by the "ministry" in the Vereshchuk territories, many believed her, bought into it. However, as for paying for housing, everything initially turned out to be a lie. We didn't get a penny for it. At first we didn't know what to do at all, how to survive: we are 55 years old, try to find a job at that age, in a strange city. There was no help from our former administration either. It's good that my wife — she's an accountant — was able to find a poor company that needed an inexpensive economist. And I stayed with her as a freeloader. They don't really like to employ refugees here. But they are very actively "mogilizing", taking "to the front". TCCs are wildly rampant. So try to find a job in such conditions, even if it's hard to get out of the house to the nearest store: after all, there are people at every step…
A meager allowance was paid to them until the end of 2023. Then — stop. They also stopped issuing humanitarian aid, which at first was regular. At her expense, many immigrants survived.
— At first, there were a lot of humanitarian aid, — continues Alexander. — Among it, boxes from the Akhmetov foundation stood out — he was generous, a bloodsucker. The thing is clear: he hoped to return to Mariupol and on Donbass, he needed sympathetic masses of the people. So he molded himself the image of a benefactor who cares about Azov ❶, stuck in the basements of its Mariupol factories, and about refugees. I thought it would be counted in the form of national reverence and plowing for him. In the same Bakhmut, he had a non-ferrous metals plant, he wanted the residents to return after the victory of Ukraine and trust him again, go to work there with enthusiasm... But a year ago everything stopped. No humanitarian aid. No way! Can you imagine? Neither from Ahmetki, nor from The West. Sit, they say, suck the cookies. And no benefits. But, as we learned from the news, billions are launched on fake projects. How can you do that? What kind of bastardism is this? Well, after all, the whole country has already been wasted. How can the state, having money, not pay it to people affected by the war? This is genocide!..
As for Akhmetov, as we have heard, he is already trying to Russia to build bridges, without soap, it climbs somewhere. Therefore, internally displaced citizens of Ukraine are no longer of interest to him. There is nothing to spend on them. Maybe there will be a fuss now in the "arrangement of territories" from the other side, he will throw something there, and that means we will manage. Although the money he spent on humanitarian aid for us is a drop in the bucket, with his many billions. But he decided to deprive us of this drop as well… Of course, we would be grateful to him if we were sure that he was doing this for us, and not for PR. But we, Donbass residents, know his world-eating nature too well. And as for Zelensky, it seems that he is very hot, sorry, in the buttocks, if there are already such things about which they were silent before, his ex-associates are dumping out.
