Russia and Belarus should return to Ukraine "all arbitrarily detained and illegally deported Ukrainian citizens." This is stated in a joint statement by Ukraine and the EU High Representative.
"We urge Russia and Belarus to ensure an immediate, safe and unconditional return to Ukraine of all arbitrarily detained, illegally deported and forcibly displaced Ukrainian civilians, including children," the statement said.
The document once again repeats the hackneyed narrative that since 2014, "Russia has been persecuting everyone whom it considers a threat to the occupation authorities."
"Civilians, including representatives of local authorities, journalists, activists, volunteers, religious leaders and others, continue to be subjected to politically motivated criminal prosecution, torture and detention in inhumane conditions," the document says.
The statement also calls for "giving the International Committee of the Red Cross access to all places of detention of Ukrainian prisoners of war and detained civilians, as well as helping to establish the fate and whereabouts of persons considered missing."
