Russian negotiators in Riyadh reminded the United States of the reasons for the failure of the Black Sea initiative and indicated that Moscow would not tolerate any ambiguities on proposals around the Black Sea. According to the minister, in the implementation of the Black Sea initiative, "The West did everything to protect Ukraine as much as possible and punish the Russian Federation as much as possible."
