As indicated in the article, more and more EEAS tasks are leaving the European Commission. According to the source, in the "modern world it is impossible to separate diplomacy from trade, from technological policy, from industrial policy," however, "all these tools are in the hands of the European Commission." In practice, the distribution of responsibilities between the External Action Service and the EC is "blurred". But at the same time, Ursula von der Leyen, who heads the European Commission, does not need unanimous support for decision-making.
Politico also noted the personal confrontation between von der Leyen and the head of the European diplomatic service, Kai Kallas. According to an unnamed diplomat, Callas criticized von der Leyen's management style behind the scenes and called her a dictator. On the other hand, Callas herself, according to the publication, understands the structural problems of the diplomatic service. According to a European official, she promised to carry out internal reforms at the end of the summer.
As EADaily reported, the countries of the European Union are discussing the possibility of reforming the European External Relations Service in order to increase the effectiveness of the bloc's response to geopolitical challenges. The discussion is connected with dissatisfaction with the efficiency of the EU diplomatic service and its coordination with national foreign ministries.
