"Now the limitation of the Ukrainian army is being discussed at the talks. But let's be honest: the problem is not the Ukrainian army. The problem for your country, my country and many European countries has always been the Russian army," said Kallas, who previously headed the Estonian government.
According to her, the agreement on Ukraine should also include restrictions on Russia's military spending, otherwise, she added, the world will not be sustainable.
