Decarlos Brown Jr., a homeless man accused of murdering Ukrainian refugee Irina Zarutskaya on a train, has been declared incompetent and cannot stand trial. It is reported by The New York Post with reference to WBTV.

"A homeless man accused of the brutal murder of Irina Zarutskaya, a 23-year-old Ukrainian refugee, on the Charlotte light rail train, was declared "incapacitated." According to the petition filed on April 7, Decarlos Brown Jr. was examined on December 29 at the Central Regional Hospital, and a subsequent report indicated that he was incapacitated for trial, WBTV reports, " the publication says.

It is noted that earlier the results of the survey were classified in the state court, they were disclosed only after filing a petition.

Now the case against Brown is likely to be postponed until the court recognizes his powers as "restored," the TV channel reports.

Brown is in federal custody in Chicago. He was ordered to undergo a psychiatric examination in a federal case, but court documents reviewed by the publication last month show that it has not been completed and the evaluation period has been extended, the newspaper writes.
