The State Duma today, on July 22, unanimously adopted in the second and third readings laws on the introduction of temporary restrictive measures against relocators hiding outside Russia and evading execution of punishment. As stated by the speaker of the lower house of parliament Vyacheslav Volodin, this "will create additional conditions for the implementation of the principle of inevitability of punishment."

"This is a very important decision that will protect the state from scoundrels who have left the country and continue to shit from there, do everything to harm our citizens and Of the Russian Federation," Volodin stressed during the discussion.

"We are talking about extremists, traitors to our Motherland, those who for years have been trying to do everything to destroy our state, justify Nazism, insult our soldiers and officers, while hiding from punishment in other states," the parliamentarian said.

At the same time, he added that a number of Western countries "take care" of such traitors.

"They should understand that punishment will overtake them in any case," the chairman of the State Duma is sure.

In accordance with the adopted laws, a set of temporary restrictive measures is being established with respect to citizens hiding outside Russia who have been convicted of committing crimes. The measures will also be applied to persons who have fled abroad who are guilty of committing administrative offenses against the security of the Russian state (including for calls to violate the territorial integrity of the country, to impose sanctions against Russian Federation sanctions, discrediting the Armed Forces of the Russian Federation, for violating legislation on foreign agents).

The list of temporary restrictive measures, in particular, will include: suspension of registration of real estate rights in the Russian Federation, freezing and blocking of funds and other property, restriction on the use of the right to drive vehicles, refusal to provide state and municipal services in electronic form, prohibition of state registration as an individual entrepreneur, etc. There are fourteen of them in total.

The norms will come into force from the moment of the official publication of the law.
