The Azerbaijani was appointed dean of the Faculty of Financial Economics of the Moscow State Institute of International Relations. He became the first Azerbaijani to take up the post of dean of the faculty at MGIMO, the Azerbaijani Community of the Russian Federation reports in the telegram channel.
The appointment became known on July 1, when, as EADaily reported, mass arrests of Russians took place in Baku. And the day before, Azerbaijan canceled all cultural events through Russia and official visits to Moscow.
Deputy Director of the International Institute of Energy Policy and Diplomacy of MGIMO, Doctor of Economics Igbal Guliyev is a graduate of Lomonosov Moscow State University with a degree in Crisis Management. In 2010 he entered the postgraduate program of the International Institute of Energy Policy and Diplomacy of MGIMO of the Ministry of Foreign Affairs of Russia. In 2013 he defended his dissertation for the degree of Candidate of Economic Sciences, and in 2025 — his dissertation for the degree of Doctor of Economic Sciences. He received additional education and took advanced training courses at the State University of New York (USA), the University of Reading (UK), the MGIMO School of Business and International Competencies of the Ministry of Foreign Affairs of Russia, etc.
