The military prosecutor in the appeal submission asks the 2nd Western District Military Court to change the sentence of the former deputy director of the Rosgvardiya Sergei Mileyko to 8.5 years in prison for fraud on an especially large scale with state contracts for the needs of the Rosgvardiya, reports TASS from the courtroom.
In January, the Moscow garrison Military Court sentenced Mileyko to seven years in a penal colony and a fine of 880 thousand rubles for fraud on an especially large scale with state contracts for the needs of the Rosgvardiya. At the same time, Mileyko was released in the courtroom at the expense of serving his sentence. At the same time, the deprivation of the rank of lieutenant-general of the reserve was upheld, as well as 300 thousand rubles of a fine (880 thousand rubles of a fine had previously been imposed).
Also, the court previously sentenced the former head of Spetsshveysnab LLC, Igor Shalnov, who, together with Mileyko, participated in a fraudulent scheme, to 6.5 years in a general regime colony and a fine of 500 thousand rubles. The court partially satisfied the civil claim of the Rosgvardiya to Mileyko and Shalnov for the recovery of 251.8 million rubles in compensation for damage caused in the case of fraud on an especially large scale with clothing.
Initially, Mileiko was charged with taking a bribe on an especially large scale. However, after confessing and turning himself in, the case was reclassified to an article on fraud.
According to investigators, at the end of 2017, when preparing state contracts with Spetsshweysnab LLC, which was headed by Igor Shalnov, Mileyko agreed to overestimate the prices of supplies of clothing for the needs of the Rosgvardiya. By his own admission, he sought to speed up the execution of the defense order for the significant events of 2018 — the presidential election and the World Cup. Mileyko facilitated the inclusion of commercial proposals agreed in advance with Shalnov in the documentation, which made it possible to generate prices above the market. As a result, about 140 contracts worth more than 3 billion rubles were signed in 2018. A similar scheme, according to the investigation, was used in 2019 — then the amount of contracts exceeded 600 million rubles.
