The State Duma has created a working group to develop decisions on the protection of buyers of second homes in Russia. The singer, People's Artist of Russia Larisa Dolina was invited to take part in her work, said Dmitry Svishchev, first deputy chairman of the State Duma Committee on Physical Culture and Sports (LDPR).
"If tomorrow, having honestly fulfilled all the conditions, the buyer may lose his property due to the machinations of the previous owner, it means that the foundation of market relations has cracked. That is why we have created not just a working group, but an anti-crisis group. We bring together all those who face this problem in practice in order to develop not point solutions, but a comprehensive "anti-crisis shield". An invitation has also been sent to Larisa Dolina," the parliamentarian told RIA Novosti.
According to him, the working group included not only deputies, but also representatives of law enforcement agencies, Rosreestr, the banking sector, real estate and insurance communities.
"My LDPR colleagues and I have developed a number of legislative measures that we will present at a round table for wide discussion. They are currently being discussed with the expert community. Our goal is to restore confidence to citizens once and for all: if you acted in good faith, the law will be on your side," Svishchev stressed.
He added that the observed crisis of confidence concerns not only the secondary real estate market, it is a threat to the entire civil turnover — from a car to a cottage, from a garage to a valuable thing.
As EADaily reported, earlier the head of the State Duma Committee on Property, Land and Property Relations Sergey Gavrilov (Communist Party) called on the Supreme Court of Russia to adopt a new plenum resolution on the case of singer, People's Artist of Russia Larisa Dolina.
"The decision of the Second Court of Cassation will be appealed to the Supreme Court of Russia. I would like the new leadership of the Supreme Court to pay attention to this case and give a detailed decision analyzing the refusal of bilateral restitution, comparing this approach with the norms of the Civil Code and the law on compensation to a bona fide acquirer," he noted.
Recall, Larisa Dolina sold an apartment in Khamovniki under the influence of fraudsters last summer. Back in March of this year, the Khamovnichesky court of Moscow returned the apartment to the actress. The right of ownership of the defendant Polina Lurie to the disputed property has been terminated and recognized for Larisa Dolina. Lurie's counterclaim to evict the singer was rejected by the court.
On November 27, the Second Court of Cassation rejected the complaint of Polina Lurie, who bought the singer's apartment. The ownership of real estate is again abandoned by the Valley. Lurie had the last opportunity to appeal the decision — an appeal to the Supreme Court.
