The Basmanny Court of Moscow arrested on May 27 at the request of the Main Investigation Department The Investigative Committee of the Russian Federation appointed Dmitry Semizorov, deputy general Director of the Uralvagonzavod concern for special equipment, for two months on charges of embezzlement and cashing out funds allocated for the state defense order. This was reported by RBC with reference to sources.

Top manager of the largest in Russia, a manufacturer of railway wagons and a key supplier of tanks for the Russian Army, was accused of embezzlement on an especially large scale when fulfilling a state defense order (part 4 of Article 160 of the Criminal Code of the Russian Federation).

The case itself was opened in the fall of 2025 and refers to the period when Semizorov headed the Central Research Institute of Precision Engineering (TSNIITOCHMASH is part of Rostec) — one of the key enterprises of the military-industrial complex, developing small arms, ammunition and equipment for law enforcement agencies.

According to the Main Investigation Department IC of Russia, in 2016, TSNIITOCHMASH, as part of the state defense order, agreed with FGC Progress LLC on the supply of climate technology. The amount of the transaction was about 130 million rubles, while the real cost of the equipment, according to security officials, did not exceed 80 million. The participants of the criminal scheme appropriated about 50 million rubles of the difference and subsequently cashed out these funds, the investigation believes.

Speaking in court, the representative of the investigation noted that, remaining at large, the defendant could hide, destroy evidence in the case or, having extensive connections, put pressure on witnesses. The defense asked for a preventive measure not related to detention. The accused himself pleaded not guilty, saying that he was slandered by other defendants in the investigation who testified against him, Kommersant reports.
