The Russian Ministry of Defense has initiated the formation of defense headquarters on the territory of constituent entities and municipalities of the Russian Federation for the period of the introduction of martial law in them. This follows from the relevant draft federal law, which is published on the portal of draft regulatory legal acts.
"The draft federal law "On Amendments to the Federal Law "On Defense" was developed in order to create unified interdepartmental coordinating bodies in the constituent entities of the Russian Federation, in the territories (parts of the territory) in which martial law has been imposed, in municipalities on whose territories martial law has been imposed," the explanatory note to the document says.
It is specified that the bill was developed taking into account the experience of the functioning of the defense headquarters of the Donetsk and Lugansk People's Republics, Zaporozhye and Kherson regions, TASS reports.
