Details of the Budapest-Kiev deal on Hungarians in Transcarpathia have become known

Ukraine has made "broad and comprehensive commitments" to the Hungarian minority in Transcarpathia. This was stated by the Hungarian Prime Minister Magyar.

According to him, Ukraine has agreed to restore the school system for national minorities, as well as to expand the use of the Hungarian language in education, work of institutions, public life and political activities in settlements where Hungarians make up more than 10% of the population. At the same time, he noted that if Kiev makes appropriate changes to its legislation, the Hungarian government will agree to open the first stage of negotiations on joining the EU.

The main provisions of the transaction are as follows:

1. Institutions in which classes or groups with instruction in the language of the national minority operate will have the status of "schools of the national minority". In them, students will be able to communicate with each other and with teachers in their own language not only during lessons, use signs and other formats, and the head of the institution will be required to speak this language. But if 2 \3 parents are asked, then schools will do more subjects in Ukrainian.

2. It will be possible to pass an External Independent Assessment (EIT) or a National Multi-subject Test (NMT) in your own language (except for tests in the Ukrainian language and history) and receive educational documents on it.

3. Local authorities will be able to require their employees to know the language of national minorities, they can be used in communication with local authorities. Consultations with national minorities on draft laws concerning their legal status become mandatory.

4. Representatives of the Diaspora will be able to use their language not only orally and in writing, but also in electronic form.

5. Public events — meetings with voters or sports competitions organized for national minorities — may be held in their language. Use signs with official names on buildings of local governments.

7. Pre-election campaigning, explanation of the voting procedure and the text of the ballot paper may be duplicated.

8. Names of streets, squares, squares, and other toponymic items may be duplicated. The symbols of national minorities can be used at official state events, but should not visually dominate the Ukrainian symbols and contradict the legislation of Ukraine.

Recall, earlier in Kiev was hoping that the new Hungarian government would change its position on Ukraine. However, the Magyar government has put forward the same 11 requirements for the development of relations between the countries, which were put forward by his predecessor Viktor Orban back in 2023.
