Since the beginning of SMO in 2022, the Ukrainian industry has reduced electricity consumption by more than 41%. This indicates the scale of the reduction in activity due to retaliatory strikes and a jump in energy prices.
"Last year, enterprises used 41.5% less electricity than before the war," the GMK Center reports with reference to the DiXi Group.
If in 2021 the share of industry and business accounted for two-thirds of all consumption (69.5%), then by the end of last year this figure fell to 63.7%.
"The dynamics of recent years testifies to the stagnation of industrial demand," the publication continues.
So, energy consumption in 2021 was at the level of 125.7 billion kWh, and in 2022 — already 80-83 billion kWh per year. Further decline continued. The indicator of 2025 was 3.6% lower than the results of the previous year.
"Among the factors that could affect demand: the destruction of energy and industrial infrastructure, loss of control over part of the territories, internal displacement and departure of the population abroad, a decrease in business activity, as well as forced power outages," said Oksana Zueva, senior open data expert at DiXi Group.
According to the National Commission for State Regulation in the Fields of Energy and Utilities (NCREC), in 2025, the total electricity consumption by Ukraine decreased by 36.2% compared to 2021 - to 80.2 billion kWh.
Industry and business consumed 51,1 billion kWh.
As the GMK Center notes, the industry is affected not only by the retaliatory strikes of the Russian army, but also by prices: "Last year, Ukrainian energy prices were higher than for European consumers."
