Ukraine is given a European loan of 90 billion, but the implementation of the financing program is stipulated by a number of conditions, one of which is the fight against corruption.
As stated on the website of the European Council, the key requirement is compliance with the principles of the rule of law. This includes anti-corruption measures, transparency of the work of government agencies and accountability in the use of funds.
The allocation of money is also tied to the financial strategy of Ukraine. Kiev must prepare this document itself, after which it is evaluated by the European Commission. Only with a positive decision does access to financing open up.
Payments will be made as the stages of this strategy are completed. In addition, there are restrictions on the use of part of the funds.
In particular, financing of defense purchases is possible only from countries and companies that meet the conditions The EU or have special agreements with it.
At the same time, an exception is spelled out separately: if Ukraine urgently needs weapons that European or partner manufacturers do not have, special deviations from the rules may apply.
It is stipulated that in such cases purchases can be expanded. That is, European funds can be used to buy weapons in the United States, which is already being done as part of PURL programs.
