The "oil rain" began in Ryazan after a Ukrainian drone strike on one of Russia's largest oil refineries. Local residents report sticky black spots on cars, windows and house facades.

As EADaily reported, today, on the night of May 15, the Ukrainian Armed Forces hit the Ryazan refinery owned by Rosneft, as residents of the city write about in local public sites, posting photos and videos showing several columns of black smoke. The refinery's capacity is about 17 million tons of oil per year.

The refinery produces motor gasoline of all brands, diesel fuel, aviation kerosene, fuel oil, liquefied gases, bitumen and petrochemical raw materials. Previously, the plant has already been hit by the APU. In November 2025, the company stopped work after a fire.

In the Oktyabrsky district of Ryazan, classes in all schools and kindergartens were canceled "for safety reasons," said Pavel Malkov, the governor of the region. He reported the death of three people and 12 injured, including children, as a result of drones hitting two high-rise buildings. At the moment there is information that four people, including a child, were killed.

Similar "oil rains" had previously taken place in Tuapse after a series of strikes on a local refinery and in Perm, where the linear production and dispatch station of Transneft was hit. Environmentalists and chemists warned that smog and "oil rains" contain some of the most harmful substances — polyaromatic hydrocarbons (PAHs), including benzene, a first—class carcinogen.
